| RIVERDALE IS STILL A BEDROOM COMMUNITY ATTEMPTING TO CONCEAL DEVIOUS BEHAVIOR FROM THE PEOPLE AND THE MEDIA |
Today Mark Winnie came to Riverdale Environmental Court. He wanted to see if there was any truth to
the accusations that the Community Development Director DEMANDED Code Enforcement employee's to
write a minimum of 10 citations per week. As we all know that is illegal. Now there was 100 cases that were
supposed to be adjudicated. Half of the defendants did not show up. Deanna Johnson brought two EXTRA
attorneys to handle the load. This was the first time EVER that defendants ever left this court with charges
dismissed. WHY DID THIS HAPPEN? The media was present, that was the reason! Judge Freeman acted as
if he really cared about the defendants that were there. He smiled, and cajoled, and acted like he is a real
asset to our little BEDROOM COMMUNITY.
Let's take the case of the Gasses. This is an old established family that has had their land for over 100
years or better. Mr. Gass only has one arm. Doug Manning made this man cut the right of way and he FELL
OFF THE RIDING MOWER. Employee's from Public Works came up and rescued him by pulling the lawn
mower OFF OF HIM. A MAN IN A DITCH WITH A LAWNMOWER ON HIM, IS THAT A CRIMINAL OFFENSE
when a city employee demands that you engage in an activity that you really aren't capable of? Mr. Winnie
asked for an interview but Mr. Manning declined. Last Friday the Clayton County Sheriff came over to Public
Works to SERVE Mr. Manning with a subpoena. Guess what, he ran and hid. Why would an assistant
director do this? These are the kind of people that work for Riverdale, Wynn-Dixion, and Iris Jessie. A clerk
without a driver's license and no PERMANENT EMPLOYEE WHO CAN NOTARISE A DOCUMENT. If you saw
the 6:00 pm News you know what conclusion Mr. Winnie reached on his investigative venture in the City of

At the last council meeting there was a BUDGET for fiscal year 2010, which starts on July
1 2009. My photographer saw several Public Works Employee's at that meeting. Did you
READ THAT BUDGET? Your whole DEPARTMENT was WRITTEN OUT with out a vote. Iris
Jessie, Doug Manning, Mayor Evelyn Wynn-Dixion, Wanda Wallace and Kenny Ruffin ALL
LIED TO YOU THROUGH THEIR TEETH! Iris Jessie gave HERSELF A WHOPPING $11,605.00
RAISE but it won't come out in public. They think they are slick, they hide the figures in all
these numbers on the pages and count on you not going through the data. Always believe
this: Doug Manning has already spoke to Iris Jessie BEFORE he told you your jobs will be
ELEMENTED. Each and everyone who said they didn't discuss that issue is LYING. The
reason that there was even a discussion about this issue is because of Council Members
Rick Scoggins and Wayne Hall. These Councilmen had the INTEGRITY TO QUESTION Doug
Manning, Iris Jessie and the rest of the council on this issue. It goes to show you that your
Mayor, Evelyn Wynn-Dixion, only has BLINDERS ON when she is sitting down eating
CHICKEN AND CHITTERLINGS. She tells you ( I have no friends up here, I have blinders on
when doing business) yet the photographer saw her, Iris Jessie and Doug Manning all get in
a city car yesterday and leave. Where did they go? Why was the car tires almost FLAT? That
automobile was carrying almost 1100 lbs.
Let me tell you what Mr. Manning gave himself as a raise, he went from $78,680. to
$113,375.00. That is a $34,695.00 RAISE. LET ME REPEAT MYSELF $34,375.00 RAISE! They
wrote your entire department OUT. FY 2009 you had a budget of $239,236.00 and in FY 2010
there is NO MONEY BUDGETED FOR YOU. There it is, right before your eyes, IN PLAIN SIGHT!
All we want is for the city to do the right thing by it's employee's and the tax payers. We
want OUR ELECTED OFFICIALS to be ACCOUNTABLE to the public. WE DO NOT WANT
PEOPLE WE DIDN'T ELECT TO MAKE DECISIONS FOR US ie; IRIS JESSIE, DOUG MANNING,
DEANNA JOHNSON, and we don't want Eldren Bell choosing our staff (Doug Manning). We
don't want IDIOTS like Wanda Wallace, ONCE THEY SHOW US HOW UNPROFESSIONAL AND
UNEDUCATED THEY ARE, to be in an ELECTED OFFICE. You do know that these bogus
FORECLOSURE classes are for her to campaign don't you? Ask her to spell foreclosure, bet
she can't. Take a good look at the ORIGINAL CHICKEN HEAD! This photograph shows the
similarities between a chicken head and Wanda Wallace. If we had some CORN on that desk

YOUR PARK, you do know you don't OWN THE PARK now. Wallace has waged a platform
that has only her interest at heart. She is always CRYING ABOUT TAXES, people SHE
DOESN'T PAY ANY. You pay her TAXES by paying her a salary to straight out ROB YOU.
Trust me, that proposed park has the BLOOD OF THAT LITTLE BOY all over the land. Doug
Manning came to the council with information that 12 holes were drilled and 6 SIX came back
GOOD and 6 SIX came back BAD. They are building on CONTAMINATED LAND. Nothing good
will come out of this. The best thing for you as a citizen is to VOTE OUT THIS SLEAZE BALL.
Also do the same thing with the people whom she is aligned with which include the Mayor
and Councilman Kenny Ruffin. She accused him of STEALING, REMEMBER? Just goes to

before council adopts/amend the 2010 budget on behalf of the city of Riverdale Georgia. The
2010 budget seeks to eliminate the entire department of public works. Public works has a
staff of six employees and this budget was prepared exclusively by the city manager in
consultation with known allies of elected officials and department
heads.
It is alleged that the six employees from public works are no longer needed, while the
city of Riverdale is in the process of accepting request for proposal applications from the
private sector to perform the same duties of this department that the city manager wants to
eliminate. Many of the workers have significantly more service years with Riverdale, than
the city manager, and department heads who seek to eliminate their positions. Much of the
required information necessary for council is generally withheld, and factual data is not
supplied as council move forward on behalf of the city of Riverdale Ga. The city manager
seeks to increase its position in pay by greater than 28% annually, and offer certain
department heads a greater than 25 % increase in annual salary.
If faced with a famine budget, I’d cut total operating cost by 20 % proportionate to each
department, so that all services will be maintained equitably. If faced with a feast, I’d
comprehensively train /educate all department heads, with an understanding of the process
on budget preparation, following a step process so that all will enhance the purpose and
direction of the organization. The priorities will be listed in order of importance and
significance. All funds not allocated for training will be returned to the general reserves
budget
account.
