Above is the councilman who supposedly filed the ethics charges against Councilman Wayne Hall.
Now the first question that we want to ask is: WHO IS BEHIND THIS? WHY WAS THIS DONE AT THIS TIME?

RIVERDALE TO INVESTIGATE CREDIT CARD EXPENDITURES BY BOTH STEPHINE THOMAS AND DOUG
MANNING.
What Councilman Ruffin ( mumbles ) did was open up a can of WORMS that CAN'T BE CLOSED! The
idiotic City Manager, Iris Jessie, has directed (MUMBLES ) into an untenable position. Now what has
been asked for the past FOUR (4) YEARS is attainable, THE CREDIT CARD RECORDS OF ALL THE TOP
MANAGERS. THE THIEF WILL BE EXPOSED! Let me give you a short list of what has happened over the
last THREE (3) YEARS.
What reason did Councilwoman Wallace charge an AIRLINE TICKET to TENN?
No city business was ever done in Tenn.
What reason did Mayor Wynn-Dixion take her DAUGHTER to Savannah and pay her room and meals with
city funds? Did or does she WORK FOR THE CITY?
Why did Wynn-Dixion PAY for TWO (2) airline tickets for SHIRLEY MURDOCK AND HER HUSBAND? Did
YOU hear him sing at the concert? The tickets were ROUND TRIP!
Whose credit card was used to purchase LIQUOR FROM THE PACKAGE STORE on Hwy 138?
Mayor Wynn-Dixion also CHARGED some airline tickets to Fla. Did Riverdale ever meet there?
Where is the GENERATOR that found it's way to the TRUNK OF COUNCILMAN RUFFIN'S OLD CADILLAC?
Where is the TELEVISION and TELEVISION STAND that Councilman Ruffin CHARGED on the city credit
card? It is NOT on city property
Why were GROCERIES bought late nights at WAL-MART by Stephine Thomas? Don't they pay her over
$50,000.00 a year? This was all on the city's credit card.
Doug Manning also bought groceries in COBB COUNTY at KROGER'S on the city credit card, who
authorised this? IRIS JESSIE!
When Tom Jones asked Ruffin if he could see how the books would help in performing his duties he
answered like the typical BUFFOON that he is " I CAN'T SEE HOW " You know why you can't see how, it's
because YOU ARE IG-NOR-RANT! When you only have a HIGH SCHOOL DIPLOMA and/or a GED it's difficult

D.U.I. Can you imagine this? A police officer stops you and his RIDE ALONG PARTNER gives YOU a ticket
for D.U.I. Just recently his POORLY TRAINED OFFICER ran through the neighborhood SHOOTING HIS
PISTOLA AT EVERYTHING IN SIGHT. He didn't hit anything but a private residence and ALMOST KILLED A
CHILD INSIDE. Oh, by the way, last Monday the parent came to the council meeting inquiring about when
Riverdale was going to FIX HER PROPERTY. YOUR MAYOR TOLD THE LADY THAT WAS NOT THE PROPER
FORUM TO ADDRESS THAT MATTER. PLEASE, The MAYOR and COUNCIL are PART-TIME EMPLOYEES. THE
ONLY TIME YOU CAN ADDRESS THEM IS AT A COUNCIL MEETING. If not then, when? I know a good
LAWYER YOU CAN ENGAGE AND THIS CASE IS A SLAM DUNK. I don't see how you can justify Paterson's
entire education being paid for but a councilman's LEGITIMATE EXPENDITURE on COURSE WORK BOOKS
THAT ENHANCE HIS PERFORMANCE AS A COUNCILMAN IS QUESTIONED. ESPECIALLY when the
COUNCILMAN HAS BEEN ADJUDICATED AS A THIEF!

her last position and was on the last level of PROGRESSIVE DISCIPLINE. She was one STEP FROM BEING
TERMINATED. Then, like an EVIL SHADOW, Kenny ( mumbles ) Ruffin rescued her from oblivion ( we don't
know what the price was ) and brought her HERE! She has done all his thinking for him along with this
STUNT TODAY. She is the HEAD OF THE SNAKE and once the head is chopped off the BODY WILL DIE.
MUMBLES, we want you to keep MICRO-MANAGING and DEPRAVING PEOPLE OF DUE PROCESS YOU
FOOL We guarantee that this is going to come back to bite you and the city of Riverdale and YOU WILL

one of the schools being investigated for TEST SCORE TAMPERING. We would never say she would be
involved in such actions but based upon her memory in council meetings it almost appears she has a
hard time FOCUSING ON BUSINESS. Almost like she has A.D.D. Hey , I'm just saying.
